Case Studies

Automated information system (AIS) of Unified Parking Space in Moscow

The ITB Company develops the parking.mos.ru resource, which forms part of Moscow’s Unified Parking Space System. The platform enables users to purchase subscriptions for surface-level, enclosed parking facilities. This type of parking lot is a car park where entry is restricted by a barrier.

Specialists from ITB Company modernized the following:

  • The subscription purchase service by implementing secure entry of bank card details on the acquiring bank’s payment page. Integration with the bank’s processing center has been completed, enabling end-to-end payment processing—including authorization, cancellation, refunds and transaction reconciliation. The processing system supports the 3D Secure (Visa) and Secure Code (Mastercard) standards. The service and the processing center exchange key data, including payment amount and currency, order number, card details, session identifier and transaction status (approved/declined).
  • Online Subscription Reporting Service: The report contains the subscription number, owner information, subscription state number, start and end dates, and cost.
  • Notification Service: This service allows users to subscribe to SMS alerts about vehicle towing and check for unpaid fines.

River Transport Monitoring System

By order of the Moscow Government’s Center for Traffic Management, the ITB company developed an information system for river transport monitoring — AIS Moscow.River. The company’s specialists also installed special equipment in the river area of Moscow. The system is based on surveillance cameras and receivers installed along Moscow's waterways and compliant with the AIS standard used in navigation. The AIS Moscow.River also includes the creation of a subsystem for registering and accounting for violations of river transport traffic rules.

Tasks solved by the AIS Moscow.River:

  • Transferring video content and monitoring results to Gormost State Institution, The Moscow Canal Federal State Institution and State Inspection of Small Vessels.
  • Obtaining information from vessel registries through data exchange with federal information systems.
  • Transferring vessel information to the Mayor’s Workstation.
  • Transferring video content and monitoring results to GBU “Gormost”, FGBU “Kanal imeni Moskvy”, and GIMS EMERCOM.
  • Creating of a regulated navigation area in Moscow’s River waters.
  • Ensuring a qualitatively new level of navigation.
  • Integrating river transport into the city’s unified transport infrastructure.

Modernization and Maintenance of the Automated System for managing the Registry of Issued Permits

For several years, “ITB company has been cooperating with the Center for Traffic Management, including modernizing and maintaining the Automated System for managing the Registry of Issued Permits (AS OVGA). These permits grant the right to enter and move freight vehicles within restricted traffic zones in Moscow.

In 2017, the ITB company implemented a project to replace imported components of the AS OVGA with domestic ones (import substitution).

In 2019, a system modernization was carried out, which reduced many routine operations performed daily by system users. Additional functions were also implemented to identify illegal freight carriers, helping to reduce traffic flow in the city.

In 2020, as part of maintaining the AS OVGA, the ITB company provided the following services:

  • Maintaining operational readiness for uninterrupted provision of the public service.
  • Technical and informational-consultative support for users.
  • Application and system administration.
  • Adaptive support — modernizing the system to ensure its functionality.

The ITB company ensures the highest level of availability for the AS OVGA, which currently stands at 99.97% under 24/7 operation.

Moscow Portal of State Services

The ITB company participated in the creation of a resource well-known to many Moscow residents — the Moscow Portal of State Services (The Moscow PGU).

The portal serves as a single access point for users and officials, allowing individuals and legal entities to receive services from Moscow municipal and state institutions online.

The transition of state services to an electronic format has allowed for:

  • Reducing the time for processing and providing state services.
  • Mitigating risks, including corruption-related ones.
  • Eliminating the need to submit documents already available to government agencies.
  • Consolidating all services into a “single window”: interaction with authorities and organizations is carried out through a “personal account.”
  • Accessing state services from anywhere, at any time, with an internet connection.
  • Making document flow convenient and fast.
  • Monitoring the provision process through the PGU.
  • Reducing administrative barriers and increasing the accessibility of state and municipal services.

State Final Certification in the Russian Language

The ITB company is participating in a project for Rosobrnadzor (Federal Service for Supervision in Education and Science). Within this project, our specialists provide scientific and methodological support for the implementation of a model for conducting the state final examination in the Russian language, which includes an oral section.

The tasks facing our company are as follows:

  • Improving the model for conducting the state final examination (GIA) in the Russian language (with an oral section) for basic general education programs.
  • Improving methodological materials for training experts assessing oral responses.
  • Developing versions of control measurement materials.
